Arvind Kejriwal holds Delhi again

What happened

Aam Aadmi Party won a second landslide in Delhi under Arvind Kejriwal, again leaving the Bharatiya Janata Party far behind.1

It won 62 of the 70 seats on offer.

That left it 26 seats clear of a majority.

That was 53.6% of the vote share — the slice of all ballots cast that went to one party or candidate.

Its closest rival, the BJP, won 8 seats on 38.5% of the vote.

The campaign

The Election Commission announced Delhi's poll schedule on 6 January, setting a single phase of voting for 8 February and counting for 11 February.2

Arvind Kejriwal's Aam Aadmi Party released a 10-point guarantee card on 19 January, promising a Jan Lokpal bill, doorstep ration delivery and pollution reduction.1

On 30 January a gunman shot and injured a student protester near Jamia Millia Islamia. On 1 February another gunman fired shots into the air near the Shaheen Bagh protest site, shouting 'Jai Shri Ram,' before being taken into custody.3

The Bharatiya Janata Party released its manifesto on 31 January, promising housing for all by 2022 without naming a chief ministerial candidate. The Election Commission transferred the area's deputy commissioner of police on 2 February over the shootings. The Indian National Congress released a nine-point platform the same day, including a strong Lokpal law and pollution-fighting measures.456

What changed

AAP's hold on Delhi barely loosened.

Its own seat count slipped from 67 at the previous election to 62 this time.

The single biggest movement ran from AAP to BJP, covering 6 of the 7 seats that changed hands.

It marked 2 wins in a row for the party.

Turnout, the share of registered voters who actually cast a ballot, eased to 62.7%, down -4.7 pp from the previous election.

Notable numbers

The closest race was Bijwasan, Delhi, decided by a margin — how far ahead the winner finished, in votes, over whoever came second — of 753 votes.

Matia Mahal, Delhi saw the widest margin of the night, with the winner ahead by 56.7% of the vote.

Ballimaran, Delhi recorded the highest turnout of any seat, 71.6%.

Matiala, Delhi was the largest constituency by registered voters, with 4,24,924 names on the rolls.

New Delhi, Delhi drew the most candidates, 28 in total.

NOTA — None of the Above, a ballot option letting voters formally reject every candidate on offer — drew 43,108 votes statewide, 0.5% of the total.

The backdrop

The Government of National Capital Territory of Delhi Act, 1991, restored an elected Legislative Assembly for Delhi after a 37-year gap, with land, police and public order kept under central government control.7

The first election to the new 70-seat Assembly was held in 1993.7

AAP was founded on 26 November 2012 by Arvind Kejriwal and other activists from the 2011 anti-corruption movement, and first contested the 2013 Delhi election, winning 28 of 70 seats to form a minority government with outside Congress support.8
