Congress returns, still without a majority
What happened
The party that had just lost power returned, again short of enough seats to govern alone.
The Indian National Congress won the most seats, 16 of 40, in a hung result — a result where no single party wins enough seats to govern alone.
That left it short of a majority, with 2 independents also winning seats.
The Bharatiya Janata Party followed with 14.
What changed
The party that returned came back to office looking almost exactly like it had before, seat for seat.
Its seat count barely moved, going from 16 to 16.
A new party also won a seat in the assembly for the first time.
Notable numbers
A few numbers from that election stand out.
The tightest finish anywhere in the state: Poinguinim, Goa was decided by just 200 votes — the narrowest margin, how far ahead the winner finished, in votes, over whoever came second, of any seat that year.
At the other extreme, Marcaim, Goa was won by a margin of 39.7% of the vote.
Vasco Da Gama, Goa saw the lowest turnout — the share of registered voters who actually cast a ballot — anywhere in the state, at 58.6%.
Ponda, Goa was the state's largest constituency by registered voters, with 37,068 names on the rolls.
