The story

The Left Front wins again, as new rivals enter the field

What happened

Communist Party of India (Marxist) led the Left Front back to power in West Bengal for another term.

It won 174 of the 294 seats on offer.

That left it 26 seats clear of a majority.

The Indian National Congress came second with 49 seats.

The vote was closer than the seats suggest: CPM took 38.5% of it to the INC's 35.7%.

The campaign

The state government asked for the vote to be held on 15 March 1982, citing the coming monsoon season. It was held later, on 19 May 1982, alongside Kerala, Himachal Pradesh and Haryana.1

Ahead of the vote, the Left Front took in three new constituents — the Communist Party of India, the West Bengal Socialist Party and the Democratic Socialist Party. Some of the Left Front's older, smaller partners were uneasy about the expansion, saying it diluted the coalition politically.2

Congress(I) and Congress(S) contested the election together. The Bharatiya Janata Party stood in a West Bengal assembly election for the first time, contesting 52 of the seats to build a base for a future third political force in the state.34

The Left Front's own campaign centred on its land reform record and a rural panchayat system whose own elections had first been held in 1978. In the Darjeeling hills, a boycott campaign under the slogan 'No State, No Vote' followed the 1980 Gorkhaland movement, and turnout there fell to 59.40% against the statewide 76.96%.56

What changed

CPM won again, extending its own run in office.

It was the CPM's 2nd win in a row.

Even so, its own seat count slipped, from 178 to 174.

The single biggest movement of votes actually ran the other way, from CPM to INC, covering 17 of the 77 seats that changed hands.

Turnout — the share of registered voters who actually cast a ballot — rose +20.0 pp from the previous election, the highest the state had recorded up to that point.

Notable numbers

The closest race was at Titagarh, West Bengal, decided by a margin — how far ahead the winner finished, in votes, over whoever came second — of 132 votes.

Dantan, West Bengal was won by 49.1% of the vote, the widest margin anywhere in the state that year.

The highest turnout of any seat was at Keshpur, West Bengal, at 89.2%.

Turnout was lowest at Kalimpong, West Bengal, where 32.3% of registered voters cast a ballot.

Shibpur, West Bengal had the largest electorate, with 1,52,377 registered voters.

Bara Bazar, West Bengal drew the most crowded ballot, with 12 candidates standing.

The backdrop

The Communist Party of India split on 7 November 1964, and a breakaway faction registered separately as the Communist Party of India (Marxist).7

That party then led the Left Front to power in West Bengal in 1977, with Jyoti Basu sworn in as the state's Chief Minister. CPM had governed there ever since, entering this election looking to extend that run.8
