The story

The Opinion Poll election

What happened

This election came down to a close fight, decided by only a handful of seats.

The Maharashtrawadi Gomantak won 16 of the seats on offer — just enough for a majority, with none to spare.

Its closest rival, the United Goans (Sequeira Group), won 12 seats.

What changed

This is the earliest Vidhan Sabha election on record here for the union territory, so there's no earlier result in this dataset to compare it against.

Only 3 groups won seats at all, with independents picking up 2 of them.

The rivals also finished close in vote share — the slice of all ballots cast that went to one party or candidate — 40.4% to 38.0%.

Notable numbers

A few numbers from this election stand out on their own.

The tightest race was in Diu, Goa, Daman & Diu, decided by a margin — how far ahead the winner finished, in votes, over whoever came second — of just 51 votes.

At the other extreme, Marcaim, Goa, Daman & Diu was the most lopsided contest, won by 87.4% of the vote.

Santa Cruz, Goa, Daman & Diu saw the highest turnout of the election — the share of registered voters who actually cast a ballot — at 79.4%.

The most crowded contest was Satari, Goa, Daman & Diu, where 11 candidates stood for the same seat.

The backdrop

This election followed a closely watched vote on the union territory's own future, held only weeks earlier.

Historical context
Goa Opinion Poll Rejects Merger with Maharashtra

On 16 January 1967, the Union Territory of Goa, Daman and Diu held a special Opinion Poll under the Goa, Daman and Diu (Opinion Poll) Act, 1966, asking voters whether Goa should merge into Maharashtra. Results declared 18 January showed a majority against merger (172,191 to 138,170), and Goa remained a separate Union Territory assembly.
