NCRB figures count cases registered (FIRs), not actual incidence — differences between states reflect reporting and policing as much as real crime, and NCRB itself cautions against direct state-to-state rate comparison. 2024 was the first full year under the Bharatiya Nyaya Sanhita; some year-on-year changes reflect offences being reclassified into new BNS heads rather than genuine change.

Year-on-year change partly reflects the IPC→Bharatiya Nyaya Sanhita transition (2024 is the first full BNS year) and registered-case reporting, not only real change.

Rank 1 is the state with the highest value that year, not the best or most desirable result — a neutral ordering, never a judgement on the underlying number.
